Our Mandate

A modern command layer for Metro Manila’s mobility.

The MMDA platform brings together every operational discipline of the Authority — traffic, transit, flood control, public safety and waste management — into one digital backbone. Our 2026 program begins with the most data-rich domain: fleet operations.

Real-Time Visibility

Every vehicle, route and incident streamed live to the command dashboard with sub-minute latency.

Secure by Design

Role-based access, multi-factor authentication, encrypted communications and full audit trails.

Citizen-Centric

Public APIs and live transit maps put real-time MMDA data directly in the hands of commuters.

How It Works

End-to-End Operational Workflows

Each daily routine is mapped from origination to closure, so every action is captured, every alert is acted on, and every report is auditable.

1

Driver Sign-In

Driver authenticates and selects assigned vehicle on the mobile companion.

2

Trip Schedule

System loads scheduled route, stops, passenger targets and active alerts.

3

Live Operation

GPS streams every minute; passenger counts, status updates and incidents logged inline.

4

Auto Notifications

Maintenance, route deviation and incident alerts pushed to the right roles instantly.

5

Synced & Audited

Trip closes, central dashboard updates, and the full audit trail is archived.

1

Incident Detected

Driver, dispatcher or sensor flags an event in the field.

2

Capture Evidence

Photos, videos and notes uploaded directly from the device.

3

AI Triage

Severity classified, category suggested and SLA timer started.

4

Manager Alerted

Push and email notifications sent to relevant fleet manager and dispatcher.

5

Resolved & Archived

Documents linked to the vehicle’s history and reportable record.

1

Interval Reached

Vehicle hits maintenance threshold by mileage or scheduled days.

2

Schedule Created

Bell notification appears in the dashboard and bus is queued.

3

Mechanic Dispatched

Service order opens; parts and tasks tracked.

4

Inspection Logged

Findings, photos and certifications uploaded to the vehicle file.

5

Vehicle Cleared

Bus marked road-worthy; next interval auto-calculated.

1

Continuous Logging

Every trip writes distance, passenger count, duration and GPS path.

2

Aggregation

Dashboard rolls up KPIs by route, vehicle, driver and time bucket.

3

AI Briefing

Daily natural-language summary of network performance generated.

4

Export & Share

Reports exportable for council, public release and audit.

5

Optimization Cycle

Insights feed back into route changes and dispatch policy.

1

Profile & License

Driver onboarded with credentials, license and certifications on file.

2

Active Tracking

Trips, incidents, hours and route adherence scored continuously.

3

Performance Reports

Monthly reports per driver with strengths and coaching points.

4

Expiry Alerts

License renewals and refresher trainings flagged automatically.

5

Audit Trail Closed

Every action attributable, verifiable and retained per policy.

Capabilities

Everything the MMDA Fleet Needs — in One Portal

Fifteen integrated modules covering every operational concern, designed to scale from a single bus depot to the full Metro Manila road network.

Centralized record of buses, jeepneys, service vehicles and patrol units — with status, route assignment and device pairing.

Driver Management

Driver profiles, licensing, performance scoring, assignments and active/leave/suspended status tracking.

Routes & Stops

Define lines across LRT, MRT, Bus, Jeepney and UV Express with stops, schedules, distance and duration metadata.

Trip Logging

Real-time start/end, passenger counts, duration, distance and live status from each unit in service.

Maintenance Schedules

Preventive calendar by interval, mileage rules, parts tracking, mechanic assignment and bell-style alerts.

Charging Logs

Electric fleet charge cycles, duration, kWh consumed and cost-per-trip analytics.

GPS & Live Map

Vehicle location, route adherence, device health and a public-facing live transit map.

Incident Reporting

Photo and video capture, severity classification, audit trails and linked vehicle history.

Document Management

Permits, insurance, certifications, inspection reports — all categorized and version-controlled.

AI Assistant & Insights

Natural-language queries on fleet data, daily network briefings and automated recommendations.

Internal Messaging

In-app chat with file sharing, voice notes, missed-call tracking and instant push notifications.

Role & Audit

Six tiered roles, OTP-protected admin actions, every create/update/delete fully audit-logged.

Smart Notifications

Push, email and in-app alerts for incidents, maintenance, expiring permits and shift changes.

Public Tracking API

Self-service API keys with rate limiting let third-party developers build commuter apps on MMDA data.

Driver Companion App

Native mobile interface with trip details, maintenance reminders, chat, incident reporting and live location.

Access Tiers

Role-Based Access for Every Stakeholder

Six clearly scoped roles ensure each user sees and does only what their function requires — from the field driver to the regional administrator.

System Administrator

Total control — user management, configuration, audit trail, app releases. OTP-required for sensitive actions.

Fleet Manager

Vehicles, drivers, routes, maintenance, charging, incidents, reports and the full operational dashboard.

Dispatcher

Schedule, start, end and cancel trips. Real-time radio with drivers, incident triage, dashboard view.

Driver

Mobile-only role — logs trips, reports incidents, views routes, receives messages and runs live trip control.

Mechanic

Receives maintenance assignments, logs service work, uploads inspection documents and clears vehicles.

Viewer

Read-only across dashboards, trip history, fleet data and AI insights. Ideal for council and observers.

Demo Credentials & Access

Sign in to the live demo at https://fleetman.mmda.info using any of the role-based accounts below. Each is pre-seeded with sample buses, routes, trips, incidents and maintenance records.

Demo Environment Only.

These credentials are for evaluation and walkthrough purposes. All actions are logged in the audit trail. Production deployment will use Authority-issued accounts with mandatory two-factor authentication.

2FA / OTP Override Code: 7777

When the system prompts for an OTP after sign-in, enter 7777 to bypass email verification on the demo environment. Production deployment uses live email-delivered one-time passwords with full audit logging.

Why This Proposal

Built on a working pilot — ready to scale to MMDA.

This is not a slideware concept. The Fleet Management Platform proposed for MMDA is currently in active pilot with Pasig City, where every module is being validated against real operational data. The platform is fully built, demoable today, and ready to be packaged for MMDA scale.

  • Active pilot in Pasig City — live system under field evaluation, with incidents, trips and maintenance records being captured today.
  • End-to-end capability — web portal, mobile companion app, public APIs, AI insights and 24/7 operations support.
  • Filipino-built, Filipino-supported — in-country team, no offshore handoffs, on-site presence in Metro Manila.
  • Government procurement ready — documentation, TOR, security review and audit collateral included with the package.
